Clinicians in the following types of practices deliver the majority of primary care services, but have the lowest rates of EHR adoption and few resources to help them implement, use and maintain such systems.

Therefore, DHHS has designated the following organizations as having priority for receiving REC assistance:

• Community health centers and rural health clinics
• Individual and small group practices predominantly focused on primary care (11 or fewer professionals with prescription privileges)
• Public and critical access hospitals (to the extent that such hospitals have affiliated primary care practices)
• Other settings that primarily serve uninsured, underinsured, or medically underserved populations
