Foster C. "Bud" Beall, Jr., MA is the Vice President of Outlook Associates, the health information technology consulting division of Qualis Health. He leads a team of senior information technology (IT) and business consultants working to improve clients’ clinical, financial and administrative performance by helping them refine and automate business practices, deploy information systems, integrate health information and enhance IT operations.

Qualis Health is an independent, private, nonprofit healthcare quality improvement and care management organization headquartered in Seattle, Washington. Qualis Health’s services include support of quality and safety initiatives, care management, health information technology and business process improvement consulting, and health services research and evaluation. The Outlook Associates division of Qualis Health provides consulting services to healthcare organizations with the goal of enhancing national and regional health systems while promoting and supporting the improved health of individuals and communities.

Before joining Outlook Associates in 2002, Mr. Beall held several executive positions in the healthcare and government IT fields. These include Director of Consulting for Monterey Bay Group, Regional Director of Information Services for Columbia Hospital Corporation of America, Chief Information Officer/Senior Account Manager for Riverside Community Hospital and Regional Director of Government Outsourcing Services for BRC/CMSI.

Mr. Beall holds a Bachelor of Science degree in Computer Science from the University of California at Riverside and a Master of Arts in Organizational Management from the University of Phoenix. He is a member of the Healthcare Information and Management Systems Society (HIMSS).

Mr. Beall is the recipient of two CMSI Awards of Excellence in Leadership as well as a CMSI Achievement Award.
