Debra Naubert is the Vice President of Human Resources at Qualis Health, an independent, private, nonprofit healthcare quality improvement organization in Seattle, Washington. She oversees the direction and operations of Qualis Health’s Human Resources department, providing oversight and leadership addressing the organizations needs in the areas of recruitment, employee benefits, compensation, employee relations and workforce planning.

Qualis Health’s services include support of quality and safety initiatives, care management, health information technology and business process improvement consulting, and health services research and evaluation. Qualis Health holds Medicare Quality Improvement Organization (QIO) contracts in two states, contracts with five state Medicaid agencies and services many other public and private sector organizations.

Before joining Qualis Health in 2007, Ms. Naubert was Vice President of Human Resources at Good Samaritan Community Healthcare in Washington for 15 years. Prior to that, she held a variety of human resources positions for both Multnomah County in Oregon and the General Telephone Company of the Northwest in Washington.

Ms. Naubert holds both a Bachelor of Science in Psychology and Bachelor of Science in Law Enforcement from Portland State University in Oregon. She is currently a member of the Society of Human Resource Management (SHRM) and the Association of Healthcare Human Resources (ASHHRA).

Ms. Naubert was awarded the Dorothy Gannon Award in 1996 by the WSHHRA, recognizing her long-term contributions to the human resources management profession and the WSHHRA.
